Seeking a Strategic Project Manager who can not only lead a
corporate/enterprise-level strategic initiative, but also can develop
and execute a hands-on methodology and governance framework
development. This is not an SDLC, IT implementation, nor software
engineering project manager position; rather, it is a strategic
initiative PM similar to running a "mini PMO" program for C-level
strategy. The Manager will work directly onsite with our government
clients, reporting directly to C-level executives, focused on
developing methodologies, frameworks, and governance plans.

Experience with following Project Level activities is expected:

• Change Control
• Project Lifecycle Management
• Familiarity with Federal Government regulations,
methodologies, models, and industry practices
• Portfolio Management
• Framework, Methodology, and Model Development
• Familiarity with best of breed commercial methodologies
• Requirements Management
• Staffing Plan Development
• Resource Allocation
• Business Systems Governance
• Acquisition Planning
• Full understanding of People, Process, and Technology and how
they interact with each other
• Key Performance Indicator development, management, and
adaptation.

Experience in the following areas is desired (not required):

• Government project management and/or consulting experience,
preferably Federal.
• Project Management Certifications
• Working with multiple human generations (Gen X, Gen Y, Baby
Boomer)
• Working with organizations adapting to rapid change,
exponential growth, but low maturity.
• Improving organizations that are typically and culturally
accustomed to "steady state", but experiencing growing pains.
