SUMMARY:
This position was originally posted as a I level, the position is now being re-posted as a I/II level. If you have previously applied, your application will be considered for both levels.

The Programmer analyst is expected to perform a wide range of work and to work with considerable independence and initiative. Performs moderately complex to complex computer systems analyses and computer programming tasks for the City of Thornton. The responsibilities include a mixture of customer interaction, project management, analysis, new development, integrating systems, maintenance, and support.
Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous and directly related experience. Level and starting salary will depend upon the successful candidate's education, knowledge, training, experience, and certifications.
Programmer Analyst I:
Under immediate supervision, this is the entry-level class in the Programmer Analyst series. Incumbents entering the class have less technical job experience. Generally, work is observed and reviewed both during performance and upon completion. At this level, work is moderately complex in nature.
Programmer Analyst II:
Under general supervision, this is the journey-level class in the Programmer Analyst series. Incumbents assigned to this class are expected to perform the full range of work assigned to this class and to work with considerable independence and initiative. At this level, work is more complex in nature. The Programmer Analyst II is flexibly linked to the Systems Analyst I..
ESSENTIAL FUNCTIONS:
Designs, writes, and documents operating procedures; develops test plans; tests, monitors, maintains and provides production support for existing enterprise systems, common desktop applications and in-house developed application software. Participates in the implementation of application software and systems. Develops a variety of moderately complex methodologies and standards. Performs a variety of project management tasks of varying degrees of complexity to include complex implementations and reporting. Designs, writes, and maintains various web, desktop and middleware software applications, data bases, and reports for City departments, including analyzing, designing, testing and documentation. Develops and delivers training for various software and applications. Provides user departments with computer hardware and software diagnostics. Assesses the needs of internal customers and analyzes and evaluates existing software systems for effectiveness and efficiency. Serves as liaison between user departments and Purchasing in procuring computer equipment or services. Assists in developing purchase specifications. Researches, tests, and evaluates computer equipment and application products. Interacts with users, vendors and contractors to select appropriate software and equipment. Assists with developing and monitoring division's budget. Performs other duties as assigned.
QUALIFICATIONS:
Programmer Analyst I:
Bachelor's degree in Computer Science or related field from an accredited college or university; three years' experience designing, writing or maintaining software applications, which includes working knowledge of Windows Operating systems, Microsoft SQL Server database, Visual Studio .Net, Visual Basic .Net or C# .Net, ASP .Net, and SQL. Sharepoint and Oracle experience preferred. Equivalent combinations of education and experience may be considered.
Programmer Analyst II:
Bachelor's degree in Computer Science or related field from an accredited college or university; five years' progressively responsible experience designing, writing or maintaining software applications, which includes working knowledge of Windows Operating systems, Microsoft SQL Server database, Visual Studio .Net, Visual Basic .Net or C# .Net, ASP .Net, and SQL. Sharepoint and Oracle experience preferred. Equivalent combinations of education and experience may be considered.
Licensing/Certification Requirements:
Valid Colorado driver's license with a safe driving record.

Required Qualifications:
* Bachelor's degree in related discipline, or a combination of education and related experience.
* 5+ years Product Management experience, preferably with background in supply chain and/or complex collaboration applications.
* 5+ years of professional experience, preferably in healthcare. Some prior management and leadership experience, either leading dedicated teams or direct reports.
* 3+ years of experience working with EIPP (Electronic Invoicing Presentment and Payment) products and technology.

POSITION SUMMARY
The Architect is responsible for the architecture of Integware products and services and how they are implemented by the development teams. As part of the technical leadership team, this person will contribute to the product strategy working closely with the marketing product manager and the Director of Engineering. This position will also work closely with the sales and channel teams to ensure that the services and products are market ready and meet customer needs.
The Architect is responsible for the definition, design, and implementation of architectural requirements for specific products and services in the Integware product line. The Architect role is an individual contributor role, but is expected to provide influence across specific development teams for both short term & long term architectural requirements. The architect will also influence the key development processes including software lifecycle, key design processes, and testing processes to validate all architectural compliance. In addition to the internal team leadership, the Product Architect is expected to be the point of contact for all technical issues with the customer during implementation.
RESPONSIBILITIES
Align customer requirements to solution implementation:
•Understand Integware target customers and market requirements
•Drive the product line/service architecture to meet requirements
•Lead the "how" of product definition in the context of "what" defined by the BPA/Product Manager
Manage technical relationship with customers and partners:
•Establish effective technical relationships with all stakeholders
•Drive Integware alignment as defined by requirements
Ensure the development organization utilizes good software development practices

•Mentor engineers and tech leads

Assist the sales and pre-sales organizations in understanding and selling our products and services
•Assist presales engineers as necessary to win business and more deeply understand technical requirements
•Assist consulting architects to win business and more deeply understand services technical requirements
•Expand sphere of influence to all channels for our products including platform partners and other third parties
REQUIREMENTS & QUALIFICATIONS
This is an advanced R&D development leadership position, typically requiring more than 10 years of experience. Ability to quickly learn new material is essential. Flexibility is needed in covering issues that arise.

POSITION SUMMARY
Software Engineers must be experienced in object-oriented software design and development. Candidates will deliver PLM software solutions satisfying product engineering and manufacturing customer requirements. Engineers will analyze software requirements (working with technical leads and architects) to design and develop feasible implementations that meet time and cost constraints. They will consult with other engineers on staff to evaluate operational and performance requirements of the overall system and engage in test-driven software development, bug fixing, customer specification development, and delivery (i.e. the full software development lifecycle). The top two levels of Engineers can also be considered for Technical Lead roles. Those roles will provide the technical leadership for a project or set of projects. We seek candidates with very strong character, values, and integrity.
REQUIREMENTS
•Motivated self-starting professional with high integrity, honesty and self confidence.
•Significant development experience utilizing OO development techniques, including: requirements analysis, functional specifications, design specifications, test-driven development, requirements validation, data migration/integration, and installation.
•Strong analytical and problem-solving skills.
•Prior experience working with at least one of the following: Java, C#, VB.NET (though hands-on experience working with Java is preferred)
•Use of frameworks/toolkits including: JEE, .NET, and Matrix (preferred).

The Manager Database Administration oversees technical supervision of data and database technologies encompassing all areas of the enterprise. The DBA Manager will also be responsible for insuring DBMS versions are current and operating within corporate standards; to include, Security Access, Change Control, and all other processes as they relate to databases.
Essential Functions Team Management: Provides strong leadership, mentoring and direction to the Database Systems team. Responsible for the day-to-days operations of enterprise data centers and related infrastructure. Coordinates work activities for supervisors/team leads and/or system administrators. Sets priority of work queue and resolves conflicts. Prepares yearly and quarterly performance appraisals. Coaches and develops team members; hiring, performance assessment, career development, salary/bonus administration, and all other areas of administrative management. Ensures team compliance with all company policies. Provides quarterly review of staffing levels and team dynamics to ensure alignment with overall company goals. Provide comprehensive cross-training for engineers & support personnel on front-line client troubleshooting & support. Management of Infrastructure Planning and Engineering: Architects Database solutions based on existing and emerging technologies and align their benefits with the business strategy and business needs. Maintains excellent communications with IT, developers and business users for all requirement issues. Design and deploy standard systems which clearly differentiate between production, deployment, UTA and DR. Provides level 3 support, performance optimization and troubleshooting for all areas of database systems. Technical responsibilities include Oracle and SQL Server clustered and non clustered databases, Oracle and SQL data warehouses, and infrastructure for systems monitoring. Ensures timelines of project implementation and issue resolution, and adherence to committed service levels. Maintains complete inventory and documentation of deployed systems and managed applications. Ensures that all systems are backed up & monitored according to business requirements and notify data owners when there are failures. Capital & Expense Budget Management: Formulates annual Capital and Expense budgets. Tracks capital expenditures on a monthly basis, reporting cost performance to senior management. Ensures proper utilization of capital. Manages expense budget on a monthly basis and reports performance to senior management. Continuously looks for cost improvement opportunities within the department's budgets. Negotiates price and performance standards with vendors. Policies and Procedures: Authors and maintains best practices for system deployment, security, data retention and recovery and system availability. Works with internal customers to ensure alignment of expectations around these topics. Ensures internal policies are in alignment with government regulatory, legal and industry requirements and standards. Establishes and updates procedures covering infrastructure day-to-day operations, deployment, and disaster recovery. Operational: Identifies operational inefficiencies and infrastructure risks within the environment and assures staff collaborates with the application development team as well as supported business in an effort to optimize, make corrections and mitigate risks. Assures a complete inventory and documentation of deployed systems and managed applications. Monitors staff to ensure that all systems are backed up and monitored according to business requirements and notify data owners where there are failures. Best Practices: Establish and enforce standards, best practices, policies and procedures pertaining to database management and architecture, security, compliance/regulatory requirements, maintenance and performance. Interface with external vendors in troubleshooting complex, cross-platform issues.

Will manage technical projects and relationships around the on-time implementation and deployment of GHX integration and connectivity solutions for Provider and Supplier customers. These solutions include, but are not limited to, Supplier Integrations, G-Fax, and TradingNet.
Will provide sales support to communicate technical details of GHX solutions and the scope of the project to all participants. Will act as a technical troubleshooting escalation point for internal and external customers, as needed.

· Effectively maintains and completes many concurrently assigned tasks, provides ongoing product support, and develops and can communicate their understanding of the integration points and GHX specific setup.
· Assists with Sales and Marketing initiatives by developing technical presentations and documentation and by conveying the technical capabilities of GHX’s products and services to technical and non-technical staff of GHX customers and GHX employees.
· Identifies technical solutions and business processes that enable the reusability of integration solutions to reduce integration timeframes and costs, both internal and external.

· Disseminates technical and customer site information to all GHX departments to facilitate the understanding of deployed solutions and ongoing production support.
