Summary

The Financial Assurance team plays a critical role in making Level 3 more successful. We work with cross-functional teams to identify and eliminate revenue and cost leakage in our business, ensuring we bill revenue and manage costs as effectively as possible. This involves structuring problems, analyzing data, implementing solutions and driving implementation/operations - working closely with Level 3’s sales, product, engineering, finance, IT, and provisioning teams.

As a Senior Manager you will provide leadership, analytical and problem solving guidance, and business judgment to support strategic and tactical initiatives. You have in-depth telecom knowledge and at least 7 years experience with a leading Telecom operator. You have strong technical skills and operational business savvy. You will provide leadership to materially improve operational rigor in terms of planning, best practice sharing, and results management. You will demonstrate clear strength in people leadership, top quartile performance in a matrix environment, and exceptional data modeling, acquisition and analytical skill. You will be a self-starter who can work in a rapidly changing industry; tolerate ambiguity and demonstrate problem-solving leadership.

You will be responsible for developing and executing on the strategic goals of the Data Financial Assurance department including integration of new business. This will include either developing and/or improving subscription and usage controls to exceed Company profitability goals. As Senior Manager you will be responsible for strategic planning and execution to improve cross-functional order-to-bill and network-to-bill processes and you will make decisions to invest in new technologies to optimize controls and develop critical business intelligence.

This role will have responsibility of 4+ direct reports and additional consultants (including Analysts and Project Managers). Under your leadership, the team is responsible for developing and managing stakeholder and communication plans, operations reviews, and creating new business metrics / controls. Operational activities include usage and MRR monitoring, root cause analysis, develop and implement reporting, and ultimately drive resolution and governance processes with all impacted stakeholders to meet profitability goals.

You will interface with many organizations at various management levels. You must be skilled at influencing peers, leading an effective team and managing upward. You will need to anticipate dynamic changes in business needs with technological know-how and solution development. You will be called upon to problem solve and provide guidance to business units, IT and other organizations. You must be independently motivated, work without direction and take full ownership of yours and your team’s role. You are confident in executive presentation and thrive in a challenging, ambiguous environment with competing priorities.

Essential Duties

* Build and lead a high performing team, hire and retain the right talent to monitor processes and systems ensuring integrity in results

* Architect and implement Financial Assurance controls including source data acquisition, normalization and automation
* Develop and execute to the Data Financial Assurance roadmap
* Systematically assess, measure and mitigate profitability risks
* Proactively collaborate with external and internal customers to analyze information needs and functional requirements and deliver as needed
* Drive and challenge business units on their assumptions of how they will successfully execute their plans
* Lead integration activities
* Optimize Business Intelligence including query development and data analysis
* Develop new reporting models and metrics to improve accuracy, timeliness and efficiency of delivering management reporting
* Lead operations reviews with cross-functional stakeholders including executives
* Define and document Financial Assurance processes, drive continuous improvement to processes via process measurement/metrics
* Vendor Management – conflict resolution, monitor fulfillment of contractual obligations, scope management, performance management
Knowledge, Skills or Abilities

* Established leader
* Sr. Engineer or IT Architect level experience with understanding of Telecom OSS/BSS environments
* SQL Skills and a background in IT required, comfortable in Unix, Windows, SQL Server and Oracle (expert data modeling and acquisition skills)
* In-Depth experience in Usage and Subscription-based Telecom products
* Superior financial modeling skills
* 5+ years in Financial Assurance
* Degree in Business, Finance or IT
* Keen knowledge of Telecommunications services technologies
* Network usage analysis
* Demonstrated ability to work in an ambiguous, fast paced, constantly changing environment
* Experience with process mapping and revenue mapping
* Excellent judgment and decision making capabilities
* Proven track record of professionalism
* Excellent written, presentation, verbal and interpersonal communication skills (to help negotiate priorities and to resolve conflicts among project stakeholders)Ability to hold others accountable

Work Environment
Sits five to seven hours per day. Stands and or walks one to three hours per day. May bend, reach, stoop and crouch throughout the day. Should have the ability to hear, speak and see effectively to perform the necessary tasks of this position. Manual dexterity is occasionally required. The position may require frequent movement and activity relating to using keyboards, viewing data on computer displays, and communicating verbally and in writing to the needs of others. The employee-owner may occasionally lift and/or move up to 10 pounds. Working Conditions: Work is performed in an office environment. The noise level in the work environment is usually moderate. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions.
