Job Summary

The Manager Database Administration oversees technical supervision of data and database technologies encompassing all areas of the enterprise. This position will require exceptional technical skills and vision in order to guide the improvement of a leading edge, highly data-integrated, centralized set of systems.

This position supervises and administers the operations and administration for a team of Database Administrators (DBAs) within the IT operations group. The purpose of the DBA Team is to be accountable and responsible for implementation, performance, and ongoing support of databases associated with the functioning applications utilized by their respective line(s) of business. The DBA Manager will also be responsible for insuring DBMS versions are current and operating within corporate standards; to include, Security Access, Change Control, and all other processes as they relate to databases.

Essential Functions Team Management: Provides strong leadership, mentoring and direction to the Database Systems team. Responsible for the day-to-days operations of enterprise data centers and related infrastructure. Coordinates work activities for supervisors/team leads and/or system administrators. Sets priority of work queue and resolves conflicts. Prepares yearly and quarterly performance appraisals. Coaches and develops team members; hiring, performance assessment, career development, salary/bonus administration, and all other areas of administrative management. Ensures team compliance with all company policies. Provides quarterly review of staffing levels and team dynamics to ensure alignment with overall company goals. Provide comprehensive cross-training for engineers & support personnel on front-line client troubleshooting & support. Management of Infrastructure Planning and Engineering: Architects Database solutions based on existing and emerging technologies and align their benefits with the business strategy and business needs. Maintains excellent communications with IT, developers and business users for all requirement issues. Design and deploy standard systems which clearly differentiate between production, deployment, UTA and DR. Provides level 3 support, performance optimization and troubleshooting for all areas of database systems. Technical responsibilities include Oracle and SQL Server clustered and non clustered databases, Oracle and SQL data warehouses, and infrastructure for systems monitoring. Ensures timelines of project implementation and issue resolution, and adherence to committed service levels. Maintains complete inventory and documentation of deployed systems and managed applications. Ensures that all systems are backed up & monitored according to business requirements and notify data owners when there are failures. Capital & Expense Budget Management: Formulates annual Capital and Expense budgets. Tracks capital expenditures on a monthly basis, reporting cost performance to senior management. Ensures proper utilization of capital. Manages expense budget on a monthly basis and reports performance to senior management. Continuously looks for cost improvement opportunities within the department's budgets. Negotiates price and performance standards with vendors. Policies and Procedures: Authors and maintains best practices for system deployment, security, data retention and recovery and system availability. Works with internal customers to ensure alignment of expectations around these topics. Ensures internal policies are in alignment with government regulatory, legal and industry requirements and standards. Establishes and updates procedures covering infrastructure day-to-day operations, deployment, and disaster recovery. Operational: Identifies operational inefficiencies and infrastructure risks within the environment and assures staff collaborates with the application development team as well as supported business in an effort to optimize, make corrections and mitigate risks. Assures a complete inventory and documentation of deployed systems and managed applications. Monitors staff to ensure that all systems are backed up and monitored according to business requirements and notify data owners where there are failures. Best Practices: Establish and enforce standards, best practices, policies and procedures pertaining to database management and architecture, security, compliance/regulatory requirements, maintenance and performance. Cross train members of the Database team in all responsibilities and maintains a daily and weekly rotation schedule. Maintains regular project planning, review and meeting schedule with team. Interface with external vendors in troubleshooting complex, cross-platform issues.

Job Description 8 + years Oracle and SQL Server DBA skills and knowledge of distributed enterprise systems and integration technologies including, logical design, T-SQL, SQL, PL/SQL development/tuning, capacity planning, integration technologies, project life cycle management, production release management, backup/recovery and Disaster Recovery. 8+ years expertise in Oracle 10g, Oracle 9i, and related utilities and tools, 5+ years in-depth experience with Microsoft SQL Server 2000 and 2005 and related utilities and tools. 8 + years with database and operating system performance tuning and monitoring. 8+ years experience with various hot and cold Oracle backup and recovery scenarios as well as knowledge of Shell & SQL Scripting; and have solid knowledge of Oracle security management and working knowledge of High Availability/Cluster Technologies like RAC. 5 + years demonstrated experience managing a large 24x7, heavy OLTP SQL production database environment. 5+ years extensive experience with Oracle and MS SQL Server Database Administration experience in a High Volume, Large Scale, and Mission Critical Database environments is essential. 5+ years direct staff management experience

Ensures project benefits are defined and the management and measurement of processes required to realize intended benefits. Oversees submitted business case and ensures quality and completeness. Tracks and reports benefits realization - identifies and communicates issues. Provides support to business analysts and business areas on business case development.

Interactions, Hand-Offs: Provides benefits realization results to key project stakeholders Provides feedback and education to business analysts and business project sponsors Reviews business cases for completeness before being presented governance committees (working with business analysts and sponsoring user departments)

Communications: Establishes and facilitates communication and consensus building across the enterprise to discuss new or revised plans, programs and procedures, and to ensure business cases are complete. Communicates effectively in both verbal (e.g., day-to-day discussions, project team meetings, etc.) and written (Business cases, project status reports, day-to-day letters and e-mail correspondence, meeting notes, project summaries, technical documentation, etc.) form. Possesses an overall ability to be clear and concise in all communications.

Tools: Uses quality tools and professional concepts to solve diverse problems. Demonstrates ability to apply professional tools such as; BPE Methodology, TQA, SDLC. Proficient in Microsoft Office applications (Word, Excel) and Microsoft Project, Access, Visio. Prepares charts, programs and instructions needed to illustrate and explain the implementation of business cases.

Required Qualifications: Bachelor's degree required 8+ years total PMO experience required. 5+ years developing and managing business cases required. May substitute an equivalent combination of education and experience. Telecom industry experience is preferred Experience in a complex, multi-function environment required
