The Programmer analyst is expected to perform a wide range of work and to work with considerable independence and initiative. Performs moderately complex to complex computer systems analyses and computer programming tasks for the City of Thornton. The responsibilities include a mixture of customer interaction, project management, analysis, new development, integrating systems, maintenance, and support.

Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous and directly related experience. Level and starting salary will depend upon the successful candidate's education, knowledge, training, experience, and certifications.

Programmer Analyst I:
Under immediate supervision, this is the entry-level class in the Programmer Analyst series. Incumbents entering the class have less technical job experience. Generally, work is observed and reviewed both during performance and upon completion. At this level, work is moderately complex in nature.

Programmer Analyst II:
Under general supervision, this is the journey-level class in the Programmer Analyst series. Incumbents assigned to this class are expected to perform the full range of work assigned to this class and to work with considerable independence and initiative. At this level, work is more complex in nature. The Programmer Analyst II is flexibly linked to the Systems Analyst I..

ESSENTIAL FUNCTIONS:
Designs, writes, and documents operating procedures; develops test plans; tests, monitors, maintains and provides production support for existing enterprise systems, common desktop applications and in-house developed application software. Participates in the implementation of application software and systems. Develops a variety of moderately complex methodologies and standards. Performs a variety of project management tasks of varying degrees of complexity to include complex implementations and reporting. Designs, writes, and maintains various web, desktop and middleware software applications, data bases, and reports for City departments, including analyzing, designing, testing and documentation. Develops and delivers training for various software and applications. Provides user departments with computer hardware and software diagnostics. Assesses the needs of internal customers and analyzes and evaluates existing software systems for effectiveness and efficiency. Serves as liaison between user departments and Purchasing in procuring computer equipment or services. Assists in developing purchase specifications. Researches, tests, and evaluates computer equipment and application products. Interacts with users, vendors and contractors to select appropriate software and equipment. Assists with developing and monitoring division's budget. Performs other duties as assigned.

QUALIFICATIONS:
Programmer Analyst I:
Bachelor's degree in Computer Science or related field from an accredited college or university; three years' experience designing, writing or maintaining software applications, which includes working knowledge of Windows Operating systems, Microsoft SQL Server database, Visual Studio .Net, Visual Basic .Net or C# .Net, ASP .Net, and SQL. Sharepoint and Oracle experience preferred. Equivalent combinations of education and experience may be considered.

Programmer Analyst II:
Bachelor's degree in Computer Science or related field from an accredited college or university; five years' progressively responsible experience designing, writing or maintaining software applications, which includes working knowledge of Windows Operating systems, Microsoft SQL Server database, Visual Studio .Net, Visual Basic .Net or C# .Net, ASP .Net, and SQL. Sharepoint and Oracle experience preferred. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:
Valid Colorado driver's license with a safe driving record.
