Position Summary
Reporting to the Vice President, Operations, the CIO provides vision, leadership, strategic IT planning and execution. The CIO leads EDUCAUSE IT to support the association’s mission, explore options to provide exemplary member and staff experiences, and achieve effective, efficient, and cost beneficial enterprise-wide IT operations. The CIO responsibilities include managing the IT staff and IT contractors/vendors, developing and implementing annual operating and strategic plans, IT projects, IT infrastructure, IT policies and regular communications with the EDUCAUSE Executive Team, Management Board of Directors.

Job Duties and Responsibilities
The primary job duties and responsibilities include:

1. Strategic IT Vision for the Association: Develops, communicates, and continually evaluates/evolves EDUCAUSE’s strategic technology vision, ensuring IT supports EDUCAUSE’s mission, strategic priorities and goals. Brings an IT best-practice perspective, current knowledge and future vision of technology and information systems to the Association.

2. Leadership: Responsible for suggesting and implementing appropriate technology solutions to enhance core business processes of, and member experiences with, the association. Responsible for EDUCAUSE’s leadership in the use of IT within the higher education association community.

3. Communication: Facilitates communication between staff, management, providers, and others to ensure a superior, customer-oriented operation that is cost effective while being responsive to the needs of EDUCAUSE, its staff, and its members.

4. Planning: Responsible for developing and implementing a strategic IT plan, focused on improving service to and quality for members and staff. Works with the IT staff in overseeing the development of an operating plan and annual budget, highlighting the implementation of the strategic plan including short- and long-range goals and tactics. Regular operating plan and budget reviews ensure problems are avoided .

5. Business Intelligence: Ensures that EDUCAUSE effectively captures, manages, and utilizes data and information to anticipate and serve the needs of members, staff and other important constituents.

6. Business Process: Facilitates the use of technology and business process re-engineering techniques to enhance and streamline our operations and to empower staff to leverage technology to increase organizational performance.

7. Infrastructure: Develops an architecture that promotes the acquisition and management of knowledge (publications, meetings, best practices, member-to-member collaborations and exchanges, etc.) and allows members and other key constituents to more effectively lead and serve in their positions within the higher education community. Ensures an IT infrastructure that allows for secure, continual operations of all enterprise systems and applications. This includes creating system/data redundancy, managing help desk support, keeping hardware/software up-to-date, and IT security.

8. Innovation: Identifies new and innovative technologies, recommends their deployment when organizational opportunities exist which can be provided on a net positive ROI, recommends them for acquisition/implementation where appropriate, and promotes their use to enhance member services, internal operations, and/or the member experience. Acts with staff to develop innovative approaches to implement Association strategies. Keeps management abreast of applicable developments in IT. Maintains an overview and awareness of Association-wide activities and priorities and suggests where innovation is best applied.

9. Management: Provides supervision to IT staff, including staff development, executing performance reviews, assisting with career planning and establishing performance goals. Maintains a current roster of high-quality outside contractors, development companies, developers, and other information systems and project management specialists who can be employed to complete organization projects as needed. Manages all IT projects, including working with stakeholders/teams/contractors and ensuring projects meet expectations (deadlines, quality and budget). Provides regular communication to the stakeholders on the status of IT projects including estimated date of delivery, costs incurred versus budget, scope changes and any concerns and issues.

10. IT Policies and Procedures: Oversees the development and enforcement of policies and procedures that ensure information and data integrity throughout EDUCAUSE. When necessary, works with Human Resources in providing proper company-wide policies on the use of hardware, software, access to the Internet and security of data.

Qualifications/Experience

Education: Knowledge and skills of computer systems analysis and development typically evidenced by 10 or more years of experience and a Master’s Degree in Business or Computer Science. MCSE certification preferred.

Skills and Experience:
Candidates must have at least 5 years of demonstrated success as a senior executive leading IT in a complex environment. The experience includes implementing e-Commerce solutions, extensive database management knowledge and providing guidance in infrastructure best business practices.

Candidates must possess the following personal and professional skills, attributes, and experience:
* Demonstrated success developing strategic technology plans and multi-year financial plans. Strong planning and facilitation skills. Ability to think strategically, coupled with the ability to translate goals and ideas into effective implementation.
* Crisp and effective communicator , with the ability to clearly articulate vision, goals, and responsibilities.
* Clearly articulates, and proactively maintains a balance between, priorities and resources.
* Strong budget and financial management skills including strategic budgeting skills, with the ability to prioritize resources and create or enhance revenue streams to support organizational initiatives.
* Strategic thinker with an open and collaborative style of leadership that fosters teamwork, and sustains a learning environment for staff.
* Functional knowledge of enterprise applications, network communications, information security, business continuity, and infrastructure consolidations.
* Possesses strong people sensing skills.
* Works well with extended and virtual teams.
* Experience in Higher Education IT and/or professional associations preferred.

Working Conditions
Work is performed in a typical office environment and requires the extended use of PC and operation of other office equipment.
