Summary
Responsible for negotiating various Rights-of-Way and 3rd Party infrastructure (fiber & conduit) agreements in support of the expansion of Level 3's fiber-optic network. This includes managing numerous complex projects, not limited to the following: projects involving network growth and integrity, acquisition and use of third party assets (including utility poles, conduits and dark fiber), acquisition and post execution management of rights-of way, franchise and other licenses necessary for the placement and operation of the network. Candidates for this position will also possess OSP construction project management expertise, and its corresponding financial and contract management skill set.

Essential Duties
*Acts as primary lead for the negotiation and acquisition of right-of-way and franchise agreements, and infrastructure contracts such as dark fiber agreements or conduit agreements.
*Coordinates delivery and integration of right of way and infrastructure components with other functional groups.
*Forecasts and manages expenditures related to right of way and infrastructure contracts and track impact to network expense, operating expense and capital expense budgets.
*Provides support and expertise to post execution management of various right of way and infrastructure agreements. This includes: assembling contract deliverables, proper entry of related data into company tracking and financial databases, payment and analysis of invoices, contract renewals, etc
*Acts as OSP project manager for those assigned construction projects within the Contract Manager's territory.
*Provides estimated costs of various right of way and infrastructure components of projects related to building additions or network expansion/integration projects.
*Provides expertise as a Subject Matter Expert as required by the company.
*Provides right of way and infrastructure related expertise as needed by the company.
*In cooperation with other functional groups, develops projects related to network expansion, operation and maintenance, requiring right-of-way agreements or third party asset acquisition.
*Responsible for the renewal of existing right-of-way, franchise and/or third party fiber lease agreements.

Education and Experience
* Experience: 5+ yrs
* Education Level: Associate's Degree
* Field Of Study: Management, Finance or related field
* A combination of education and experience is acceptable.

Knowledge, Skills or Abilities
Must possess a high aptitude for problem solving, be able to assess problems, research alternatives and pursue acceptable solutions while remaining within company guidelines. Must be innovative and able to reset priorities and effectively manage resources to meet Company objectives. Must be able to effectively present and communicate ideas, solutions, etc. to others
Strong experience in contract negotiation and management is required. Proficient use of Microsoft Office is essential. Experience in outside plant design and/or construction, or network planning is preferred. Additional experience in business management, financial management or the legal field is preferred. Must be a strong multi-tasker and have experience coordinating across departments. Experience with interfacing with various municipal agencies is required.
Must have good visual acuity. Must be able to travel occasionally by airplane, automobile or other public mode of transportation. Must be able to work in a general office environment and be able to operate a computer and associated peripherals. Must be able to operate a telephone and communicate effectively with same. Must have and maintain the legal authority and physical ability to drive an automobile. The ability to lift and carry up to 50 lbs is desirable.

Work Environment
Sits five to seven hours per day. Stands and or walks one to three hours per day. May bend, reach, stoop and crouch throughout the day. Should have the ability to hear, speak and see effectively to perform the necessary tasks of this position. Manual dexterity is occasionally required. The position may require frequent movement and activity relating to using keyboards, viewing data on computer displays, and communicating verbally and in writing to the needs of others. The employee-owner may occasionally lift and/or move up to 10 pounds. Working Conditions: Work is performed in an office environment. The noise level in the work environment is usually moderate. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions.
