Level 3 - Project Manager

Summary

Responsible for planning, developing, executing and managing all aspects of various projects or project tasks to address problems of a complex nature. Provides leadership and direction on all assigned projects or project tasks; ensures follow through from beginning to end; ensures overall progress of assigned project from inception to implementation; reviews with, and provides consultative advice to management on all project aspects to secure buy-in; monitor daily tasks and project assignments in progress, ensures project schedule is being met; provides management with status reports detailing status and timelines throughout assigned project; ensures project is ready for implementation and conducts a post-project review to make sure everything is running as expected; identifies project risks and develops contingency plans for these risks; creates and maintains project files that are well documented and efficiently organized.

Essential Duties

* Responsible for managing and documenting complex projects. Responsible for planning and managing resources to execute projects or project components from inception to implementation. Establishes the appropriate project/team structure, reporting, metrics to measure performance against plan.

* Manages schedules, prioritizes projects, and ensures adequate resources are available, leads meetings, provides project status reporting to management, assists with testing scenarios and validates results on projects and initiatives.

* Develops, interprets and implements financial business concepts for business planning and control. Drives development of projects that support product or operational processes. Interprets requirements, identifies and communicates project scope and ensures program milestones are met.

* Performs technical analysis to determine present and future business performance. Drives metrics to all layers of the organization (end-to-end and sub-pieces, organization and by individual).

* Responsible for reporting regular status updates to senior executives and key project stakeholders.

* Leads project meetings involving customers, partners and cross-functional teams. Occasionally leads direct or indirect employees for a specific project or objective.

* May provide functional advise or training to less-experienced project manager positions. Supports training, communications and change management within the organization. Identifies areas of process and system improvement driven by data and reporting.


Education and Experience

* Experience: 7 yrs

* Education Level: Bachelor's Degree

* Field Of Study: Project Management, Business, Finance, or related

* A combination of education and experience is acceptable: Yes

* Attention to detail with good organizational capabilities.

* Ability to prioritize with good time management skills.

Knowledge, Skills or Abilities

- Minimum of six years increasingly responsible project management experience required with an emphasis on technical capabilities preferred.

- Expert knowledge of Word, Excel, and PowerPoint required, advanced knowledge of MS Project and SharePoint, Rally

- Experience in Agile and Waterfall methodologies.

- Experience leading multiple strategic, complex projects with successful results (scope, schedule, and budget) simultaneously

- Highly professional and self-motivated with the ability to work well with others.

- Good troubleshooting skills and methodologies.

- Experienced in analyzing complex issues, distilling and communicating their relevant aspects.

- Ability to work multiple efforts and projects in parallel.

- Strong leadership and mentoring skills.

- Ability to proactively identify risks/issues, and drives action to mitigate/resolve them.

- Strong general business acumen

- Experience leading cross-functional teams

- Highly professional and self-motivated; ability to work productively and effectively with little guidance

- Effective team leader and consensus builder

- Proven creative problem solver

- Proven results in building strong peer-level and cross-functional relationships

- Excellent written and verbal communication skills

- Experience defining and documenting processes, and driving continuous improvement to processes via process measurement/metrics

- Understanding of basic telecommunications networking components (ADMs, DWDMs, DACS, routers, switches, terminal servers, etc), Long Haul and Metro networks, and ordering/provisioning/inventory processes

- Strong understanding of network security methodologies

- Experience with customer communication, customer project management

- Experience in Oracle or comparable financial system

- Ability to travel occasionally.

- Experience in Billing and Taxation System a plus


Work Environment

* Government Security Required: No

Sits five to seven hours per day. Stands and or walks one to three hours per day. May bend, reach, stoop and crouch throughout the day. Should have the ability to hear, speak and see effectively to perform the necessary tasks of this position. Manual dexterity is occasionally required. The position may require frequent movement and activity relating to using keyboards, viewing data on computer displays, and communicating verbally and in writing to the needs of others. The employee may occasionally lift and/or move up to 10 pounds. Working Conditions: Work is performed in an office environment. The noise level in the work environment is usually moderate. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions.
