Level 3 - Network Testing Manager, Network Engineer, Technical Project Manager, NOC Technician

Level 3 Communications is searching for a Test Manager to join its Architecture and Engineering organization. This Manager will lead a group of engineers responsible for the testing and certification of Level 3's IP, Ethernet, and Transport Networks. The Edge Test team is responsible for lab qualification of the network and service designs created by the Architecture and Engineering teams, verification of Method of Procedure documents, and managing network and vendor defects. This team also provides training and ongoing production support to the Operations and Service Delivery teams.

The Edge Test Manger will be responsible for maximizing productivity of the Edge Test team and minimizing defects in the network. The position may entail a small amount of travel, but most of the day-to-day tasks will take place at the Global Headquarters in Broomfield, Colorado. Specific job responsibilities include but are not limited to:
1. Test Strategy - Develop and maintain a roadmap for the Test team - how the group will progress in technical skill, what functions the team should perform and be responsible for, and how the group will approach testing and qualification of the network.
2. Drive Network Performance - Drive improvement in network performance through the conduit of the Test Engineering function. Determine how the test team contributes to the network's overall performance and develop a strategy of how to decrease defects found in the network, and minimize their impact when observed.
3. Coaching & Mentoring – Provide technical and career mentorship to employees through regular interaction and performance reviews. Regularly assess the performance and competencies of individuals and of the aggregate Engineering team and identify the appropriate development opportunities needed to optimize performance and retain key contributors.
4. Resource Allocation – Ensure project entrance and exit criteria are being met, prioritize projects and initiatives, and ensure that Engineering resources are being utilized efficiently and appropriately. Develop impact assessments, develop level of effort estimates for new project initiatives, and identify project dependencies & conflicts that pose risk to successful completion.
5. Partner/Vendor Relationships – Develop and maintain partnerships with key equipment suppliers, and be the primary conduit for driving and verifying resolution of network defects and issues.

Desired qualifications include
• Minimum of 7+ years of experience in the telecom sector, including 5+ years in a technical role
• Strong managerial skills with the ability to mentor and develop a strong team of engineers in an interrupt driven, fast-paced environment
• Thorough understanding of manufacturer QA processes, network design and verification best practices, and experience in automation of testing process
• Solid understanding of the internal design and make-up of router/switch/transport devices, both hardware and software
• Minimum Level of Education: BS in Engineering or Computer Science
• Domain expertise as documented below

Desired domain expertise:
1. Layer 2 and Layer 3 VPN services – Experience in design and troubleshooting of large scale IP networks from the network core through the edge and aggregation functions. Experience in managing the rollout of enhanced Layer 2 service offerings is a strong preference. Also desire experience in managing Layer 3 VPN services, from design to test and through operation of the service.
2. Transport Layer Network Design and Services – Experience in designing or operating Layer 1 networks including experience with SONET services and protection switching, PDH service support, SDH to SONET interworking, Ethernet Private Line service operation, and multi-channel optical layer design.

Mgr, Network Engineer (Edge Eng. & Test) - Broomfield - Level 3

Level 3 Communications is searching for an Engineering Manager to join its Architecture and Engineering organization. This Manager will lead a group of engineers responsible for the design of Level 3's IP, Ethernet, and Transport Networks. The Edge Engineering team is responsible for developing Engineering Low Level Designs, Network Guidelines, Test Requirements, and Methods of Procedures for execution on the network in support of network upgrades, configurations, etc. This team provides training and ongoing production support to the Operations and Service Delivery teams as well as delivers requirements to the IT organization for provisioning, inventory, and billing functionality.

The Edge Network Engineering Manger will be responsible for maximizing productivity of the Network Engineering team and maximizing performance of the Edge Network. The position will entail a small amount of travel, but most of the day-to-day tasks will take place at the Global Headquarters in Broomfield, Colorado. Specific job responsibilities include but are not limited to:
1. Engineering Strategy - Develop and maintain a roadmap for the Network Engineering team - how the group will progress in technical skill, what functions the team should perform and be responsible for, and how the group will approach the design of the network.
2. Drive Network Performance - Drive improvement in network performance through the identification and resolution of failure trends, engineering design improvements, identification of key test requirements, improvements in equipment lifecycle management, and process improvement.
3. Coaching & Mentoring – Provide technical and career mentorship to employees through regular interaction and performance reviews. Regularly assess the performance and competencies of individuals and of the aggregate Engineering team and identify the appropriate development opportunities needed to optimize performance and retain key contributors.
4. Resource Allocation – Ensure project entrance and exit criteria are being met, prioritize projects and initiatives, and ensure that Engineering resources are being utilized efficiently and appropriately. Develop impact assessments, develop level of effort estimates for new project initiatives, and identify project dependencies & conflicts that pose risk to successful completion.
5. Partner/Vendor Relationships – Develop and maintain partnerships with key equipment suppliers, and be the primary conduit and escalation point for escalation of network issues. Manage the vendors to deliver on feature requirements, general bug fixes, and resolution of critical network issues.
6. Technical Advisor for Customer Interactions – Support customer meetings to provide subject matter expertise when in-depth technical discussion is required. Develop customer relationships where necessary in order to maintain confidence and credibility with key customers.

Desired qualifications include
• Minimum of 10+ years of experience in the telecom sector, including 5+ years in a technical role
• Strong managerial skills with the ability to mentor and develop a strong team of engineers in an interrupt driven, fast-paced environment
• Commercial business experience and experience interacting with technical customer and vendor representatives
• Solid understanding of the internal design and make-up of router/switch/transport devices
• Experience working with government programs and contractors – security clearance is desirable
• Minimum Level of Education: BS in Engineering or Computer Science

Level 3 Communications is searching for an experienced Project Manager to join its Voice Architecture and Engineering organization. This Project Manager will work closely with a team of engineers responsible for the design and certification of Level 3's Voice Networks.

The Voice Engineering Project Manager will be responsible for tactical execution of projects in the Voice Engineering team. Specific job responsibilities include but are not limited to:
1. Creating and Maintaining engineering project tasks and schedules
2. Creating and Maintaining resources plans and allocations
3. Monitoring project status and creating executive status updates
4. Planning and reporting of project budget and expense

Required qualifications include

NOC Technician - Broomfield - Level 3

Level 3 Communications is currently looking for a Content Services Network Operations technician to join the team maintaining and growing the Level 3 Content Delivery Network Offering and Vyvx services. Level 3's industry leading content delivery services include services for storage, caching, streaming and the Vyvx® broadcast network to create Level 3's end-to-end content distribution solution for our customers.

Responsibilities include, but are not limited to; operation, maintenance and monitoring of Media Operations hardware and related control software providing broadcast quality content distribution services. Provide broadcast quality support as a key contributor to content delivery in a 24x7 network centric operational team. Maintain a Tier II response to fault escalations from network alarms and first level support technicians through resolution, repair or escalation to Tier III. Limited travel with day-to-day tasks will taking place at our primary Media Operations Center in Tulsa Oklahoma or Level 3's World Headquarters in Broomfield, Colorado.

Requirements include:
- 1-3 years (2 years in ISP a plus)
- Experience in performing as a technician or operations support team member in the content distribution space with a focus on network support activities
- Ability to manage technical workload and engage senior technicians and management as appropriate
- Ability to maintain a solid working relationships including collaborative technical activities with peers and on the job training for junior technicians
- Excellent writing and verbal communication abilities required
- Experience with the following systems beneficial: Linux, Solaris and Microsoft Windows®
- General knowledge in multi-technology operations concepts as related to content delivery services
- Basic knowledge of Internet protocols and services a plus; HTTP, RTMP, RTSP and DNS
- Able to use and interpret Video/Audio measurement tools (Waveform monitors, Vectorscopes, Audio Analyzers, ASI Analyzers)
- Basic knowledge of lower layer technologies a plus including; IP, Ethernet, SONET/SDH
- Must be willing to work on call via pager and/or cell phone, including weekends or holidays to support the operations staff
- Good analytical and problem solving skills
- Ability to work extra hours as needed
- This position will require working either swing and/or 3rd shift(mids).
