Douglas County - Applications Specialist

The Information Technology Department for Douglas County Government has an exciting opportunity for an Applications Specialist to join our team of talented individuals.

The Applications Specialist will be responsible for the design, development, testing, maintenance, enhancement, and support of these solutions, may be responsible for application administration of other third-party and custom applications, and may work on other efforts where their skills can be leveraged.

Examples of Duties:

Key duties and responsibilities of the Applications Specialist position include, but are not limited to, the items listed below.



Participates in a team-based, Scrum, development environment.



Implements software that meets the needs of the business in an effective, sustainable and reliable manner.



Unit tests developed software prior to formal testing by the Quality Assurance staff.



Adheres to established Douglas County best practices, standards and agreed upon design patterns for application implementation, application configuration, user interfaces, integration, naming, and testing on the application platforms they support.



Analyzes and understands business users’ requirements, clarifying inconsistencies, conflicts, or ambiguities, to effectively model business processes in software.



Evaluates techniques and processes and makes recommendations that will improve the team’s effectiveness and capabilities.



Documents application implementations, configurations, and support requirements, as needed.



Corrects identified bugs encountered through the implementation and support processes in both the unit testing process and the formal Quality Assurance process.



Configures and migrates system and application parameters across multiple instances, ensuring consistency of the solution configurations.



Troubleshoots and resolves application, configuration and data integrity issues for all solutions they implement.



Creates and maintains reports on the supported platform(s).

OTHER DUTIES: Performs other duties as assigned including, but not limited to: participating in projects where their skills are applicable. This could include work on business intelligence efforts, workflow, and web page content management.

Minimum Qualifications:

EDUCATION and/or EXPERIENCE: A Bachelor’s degree in Management Information Systems or a closely related field from an accredited college or university is required. Additionally, a minimum of four years of experience in implementing and testing solutions on an enterprise resource planning system (or similar) is required. Sufficient experience may be substituted for a degree.



A minimum of four years of experience writing Structure Query Language (SQL) queries is required.



A minimum of two years of experience with Oracle DBMS, PL/SQL, Oracle’s SQL syntax, and structures, objects, and tools is required.



A minimum of one year of experience with database definition language (DDL) is required.



A working knowledge of systems integration, application security, logical data modeling is required.



Two years of experience with HTML, JavaScript, Cascading Style Sheets (CSS) is desired.



Experience with Python and Scrum (or similar Agile methodology) is also desired.



LANGUAGE SKILLS: Ability to establish effective, working relationships at all levels is required. Ability to work as a part of a team, using both verbal and written communications, to resolve problems, complete project related tasks, and interface to Douglas County departments is required. Ability to clearly document technical configurations and summarize technical information is also required.



REASONING ABILITY: The ability to identify problems, establish facts, correlate data to a series of events, effectively evaluate risk, and develop logical plans of action for implementing and troubleshooting solutions is required.



The ability to interpret an extensive variety of technical instructions and environments in written, mathematical or diagrammatic form and understand abstract and concrete concepts is also required.



OTHER SKILLS AND ABILITIES: Ability to work effectively both independently and in a team environment is required. Ability to manage multiple activities concurrently, allocating time to each according to prioritization is required. The ability to adhere to County guidelines and standards and be able to work is also required.
