Kaiser Permanente - Application Business Analyst

The National Compliance office (NCO) represents Kaiser Permanente to maintain compliance for healthcare regulatory mandates. To support the ongoing compliance requirements, the NCO needs to be prompt in their responses, have an effective internal monitoring and auditing process and have access to accurate, timely, and consistent data.

To support these and other future needs of the NCO, there is a need to hire an experienced technical business analyst who will support the aforementioned program. The incumbent will work on highly visible programs supporting the implementation of Governance, Risk and Compliance (GRC) and Fraud, Waste Abuse and Compliance (FWAC) solutions.

Essential Functions:Collaborates and consults with business and information technology stakeholders and leaders on the development and implementation of strategic business solutions through research, audit, and analysis of data and/or business process

Analysis and Solution Definition
Quickly understands the business issues and data challenges of business partner's organization and industry.
Identifies business partner organization's strengths and weaknesses and suggests areas of improvement.
Reviews and edits requirements, specifications, business processes and recommendations related to proposed solution.
Develops functional specifications and system design specifications
Technical Recommendation and Testing
Leads testing efforts.
Ensures issues are identified, tracked, reported on and resolved in a timely manner.
Works with business partners to identify required changes.
Communicates needed changes to development team.
Project Execution
Assists in enforcement of project deadlines and schedules.
Takes input from supervisor and appropriately and accurately applies comments/feedback.
Communicates and applies project standards.
Manages resources in accordance with project schedule.
Consistently delivers high-quality services to our business partners.
Understands the components of running a fiscally successful project.
Communication
Assists in the facilitation of team and business partner meetings.
Delivers informative, well-organized presentations.
Understands how to communicate difficult/sensitive information tactfully.
Technical Understanding
Possesses understanding in the areas of application programming, database and system design.
Understands how legacy and web-based systems interface with each other.
Lead requirements gathering, service-oriented modeling, analysis and design activities
Develop detailed design specifications
Business Partner Management
Develops relationships with business partner personnel that foster business partner ties.
Communicates effectively with business partners to identify needs and evaluate alternative business solutions with project management.
Continually seeks opportunities to increase customer satisfaction and deepen business partner relationships.
Manages business partner expectations effectively.

Qualifications

Basic Qualifications:
• Bachelor's degree in a related field and/or a minimum of 8-10 years of equivalent experience.
• A minimum of 8 years of experience in IT as a business analyst including experience with relational databases, SDLC and gathering and documenting project requirements
