SUMMARY:

This position is responsible for the technology and architecture of
WildBlue's ISP services which includes responsibility for the WildBlue
service compatibility issues associated with all of the various
applications being introduced and used over the internet. This
individual's key mission is to see that WildBlue's services are designed
and implemented to be of high quality and compatible with the
applications and client configurations popular in the internet industry.
This individual will be partnering with Marketing to transform the
business definition of the desired service offerings into detailed
technical requirements; guide the selection and implementation of
services with hosting partners where applicable; and when WildBlue
expands to host it's own services, lead the design and implementation of
this hosting infrastructure.





ACCOUNTABILITIES



* Partner with marketing to architect the requirements of the
desired service offerings.
* Work with other WildBlue technical development and operations
resources, equipment vendors, network carriers and ISP providers to
integrate the different relevant technologies and resolve any technical
issues necessary to support the WildBlue service.
* Partner with other departments and vendors to establish
infrastructure and NMS interfaces.
* Identify, assess and maintain technology oversight of
applications used by broadband customers and provide engineering
solutions within the WildBlue system design.
* Assist in defining and leading the implementation of required
lab functionality needed to support the development and deployment of
WildBlue's initial services as well as on going service and technology
development.
* Partner with the Tech Ops organization and 3rd party services
hosts in integrating, troubleshooting and turning up the ISP services.
* Assist in establishing Data Center and related OSS/BSS
requirements associated with ISP services.
* Assist in establishing NOC monitoring and control, integrating
NMS connectivity, escalation procedures and other requirements
associated with ISP services.
* Assist Call Center in establishing call center trouble shooting
and escalation procedures and other requirements associated with ISP
services.



QUALIFICATION REQUIREMENTS:

* Creative, driven and disciplined to bring products to market.

* Solid leadership skills and the ability to work within and
across teams.

* You must be a strong self starter, and be able to take
ownership of an area and work with minimal supervision.

* Good written and oral communication skills are essential.

* Must have extensive knowledge and experience associated with
ISP services and applications used over the internet.





EDUCATION and/or EXPERIENCE:

* BSEE/BSCS degree or Technical Bachelors degree equivalent with
5+ years of applicable technical experience.
* At least 2 years of experience in developing and deploying ISP
services and related applications.
* At least 2 years of experience with transport and application
layer protocols.
* Experience in solving ambiguous system technology issues.
* Comfortable working in an RF/digital laboratory or operational
environment; generally familiar with good laboratory/operations
practices regarding equipment organization, layout, cabling, grounding,
safety, etc.
* Hands-on experience with the operation of manual/automated test
equipment is highly desirable, including the development of test plans
and procedures, and the performance of electrical/network tests with
good accuracy, repeatability and confidence.
* Significant knowledge and experience is required in OSI layers
4-7.
* Intermediate to expert experience is also required in at least
the following: major physical, data-link and network protocols and
architectures, routers, firewalls and switches, VPN's, mail system, web
hosting and other ISP traffic management.
* US Citizenship or Permanent Residency (Green Card) required

SUMMARY:

This position is responsible for engineering investigations relating to
performance and capacity scaling issues on the Wildblue Network on an
ongoing basis. With the use of all the network instrumentation
available, and new instrumentation where needed, the Network Systems
Performance Engineer will proactively survey the entire network to
identify and pursue issues affecting performance and load scaling,
establish root cause and propose solutions. More esoteric issues will
be worked in collaboration with peers in the Engineering team for the
affected area to jointly investigate the problem and develop an
acceptable solution.





ACCOUNTABILITIES



* Using all Engineering and Production Operations tools as
appropriate, investigate system performance on a continual basis
* Establish data sets and reports to support collaborative
investigations
* For identified issues, take necessary system data captures and
network traces
* Establish and perform appropriate tests to provide additional
data in support of investigation
* Assist in benchmarking performance of various service levels
* Evaluate Call Center data statistics in support of performance
and capacity assessments.
* Investigate and correlate network and performances changes with
system maintenances
* Collaborate with others in the Engineering, Production
Operations, IT, Care and other appropriate organizations to sequester
resources to implement in Production the solutions for performance and
capacity scaling issues
* Collaborate with RF Engineering to develop methods, tools and
reports required for network RF operational measurements, as required
* Analyze the effects of capacity and traffic loads on the network
performance, working with peers in Engineering and others in Production
Operations to develop strategies and solutions to optimize performance
while maximizing system capacity.





QUALIFICATION REQUIREMENTS:

* Strong initiative, coupled with sound engineering rigor and
good interpersonal skills are essential. All three are requisite and
individual must have a strong track record in these areas.

* Good written and oral communication skills are essential.

* Must have extensive knowledge and experience in system
performance troubleshooting, analyzing network and performance traces.

* Must be a United States citizen or permanent resident (Green
Card holder)







EDUCATION and/or EXPERIENCE:

* BSEE/BSCS degree or Technical Bachelors degree equivalent with
6+ years of applicable technical experience.
* At least 4 strong years of hands on experience in advanced
network performance
* Good understanding of TCP/IP, DHCP/DNS and other networking
protocols
* Knowledge of TCP dynamics in high latency environments - slow
start, congestion control, etc and the impact of high bandwidth delay
product on them
* Good knowledge of Wireshark (Ethereal) and other network capture
tools
* Working knowledge of DOCSIS
* Good knowledge of windows and UNIX based systems
* Experience in solving ambiguous system technology issues.

SUMMARY:

Real-time Systems Engineer - will maintain and improve existing network
management and real-time network protocol processing systems.
Responsibilities include taking ownership of the existing source base,
fielding requirements, development, change control, test planning and
delivery to a deployment team. The system domain to be developed
includes TCP/IP networking and other protocols as well as interfacing
with serial devices.

ACCOUNTABILITIES:

Include the following; other duties may be assigned:

* Implementing the design, structure, coding, laboratory and
deployment environment of the Real-Time systems.
* Work with Engineering and Network Operations to determine and
implement fixes for existing problems and new features.
* Field change requests from Engineering and Operations for fixes
and improvements to be designed, developed, tested and delivered.
* Provide requirements to System Administration and Engineering to
ensure a proper development and test environment.
* Work with Engineering to integrate developed system with
existing network equipment.
* Work with Network Operations and Engineering to integrate with
Network Management Systems.
* Research, inform, and recommend opportunities to apply
appropriate technology solutions to support business needs and market
opportunities.

REQUIREMENTS:

* Must have strong experience developing in C, C++, and C#
including all aspects of the development process and environment.

* Must have experience developing Real-Time or embedded systems
on UNIX based platforms.

* Must have experiencing developing in user interfaces on Windows
based platforms.
* Must have experience with rudimentary Unix Administration.
* Must have experience developing applications that drive serial
devices.
* Must have developing networked applications with TCP/IP at all
levels of the network OSI stack.
* Knowledge of SNMP. Experience with developing on the UCD
Net-SNMP agent a plus.
* Must have strong problem definition, analytical and problem
solving skills.
* Must have a strong passion for sound Engineering discipline,
including the documentation process that goes along with it.
* Must be a strong self starter, and be able to take ownership of
work responsibilities without any supervision.
* Good written and oral communication skills are essential.
* Prior experience interfacing with third parties, vendors and
partners is required.

EDUCATION and EXPERIENCE:

* Bachelors or Masters degree equivalent in Computer
Engineering/Electrical Engineering discipline with at least 10 years of
applicable technical experience
* 5-7 years of experience in developing in C
* 2-3 years of experience developing in C++ and C#
