Oracle Corp Will Give Out Contact Info

Marshall Hoebel, who claims to be a Senior Recruiter at Oracle, is offering to give up his 5400 contacts if you fill a position for him. Is this ethical? It is surprising this is from a person who claims to be inside Oracle Corp.
